The Department of Justice has determined the Memphis Police Department used excessive force and discriminated against Black people after an investigation launched in the wake of Tyre Nichols’ death. Nichols died after being beaten by officers during a traffic stop last year. Doug Kouns, former FBI agent and CEO of Veracity IIR, joined CBS News to discuss the department’s findings.
